The statistics for Acts of Clemency granted by President George H. Bush are a state secret and had to be obtained by a personal request to the Department of Justice. Please see the United States Department of Justice, Office of Pardons page by clicking http://www.usdoj.gov/pardon/statistics.htm which shows statistics up to President Bush's ascendancy; since then (2001) not a single statistic has been publicly released on the internet to our knowledge.
Former Pardon Attorney for Presidents Bush I and Clinton stated, Margaret Colgate Love stated, ""He's being careful to the point of trivializing his pardon power... If he did absolutely nothing, he would be criticized as being stingy." The pardons he has granted for old, innocuous cases, she says, are "the least he can do. They say nothing."
