The statistics for Acts of Clemency granted by President George H. Bush are a state secret and had to be obtained by a personal request to the Department of Justice.  Please see the United States Department of Justice, Office of Pardons page by clicking http://www.usdoj.gov/pardon/statistics.htm which shows statistics up to President Bush's ascendancy; since then (2001) not a single statistic has been publicly released on the internet to our knowledge. 

Former Pardon Attorney for Presidents Bush I and Clinton stated, Margaret Colgate Love stated, ""He's being careful to the point of trivializing his pardon power...  If he did absolutely nothing, he would be criticized as being stingy." *  The total of 450 Acts of Clemency from 2000 to February, 2007 include 334 Acts of Clemency by former President Bill Clinton (including his well-known midnight pardon of Marc Rich while he was leaving office).
