In July of 2008, I visited Washington, DC, for the purpose of introducing Members of the House Judiciary Committee and selected Senators to our concept of a Certificate of Rehabilitation being issued by a federal judge after a trial on the merits.

The Members, and Senate staffers, who he met with responded very positiely.  In fact, one of the senior fellows who actually wrote the Second Chance Act sponsored by Danny Davis and signed into law by President Bush, stated that it would have been included in the original Second Chance Act had he known about it to begin with.

Several Members who met with Mr. Benninghoff stated they would assist in carrying the Certificate of Rehabilitation bill in the 2008-2009 session.
